Worked problem · Decision intelligence

The dashboard is green. The delivery forecast is not.

A project can remain inside its reporting tolerance while the conditions that protect delivery are quietly disappearing. The useful question is not what colour it is. It is what management can still change.

The management problem

The report looks controlled. The future is becoming less predictable.

The monthly dashboard was designed to answer a familiar question: which projects are green, amber or red? That works until the organization begins managing the colour instead of the future.

Current variance can remain small while forecast confidence deteriorates. Remaining float disappears. A supplier decision stays unresolved. A dependency slips beyond its useful intervention date. None of those facts needs to turn the status red immediately.

Green can be an accurate description of today and a poor description of what management should worry about next.

Synthetic portfolio view

Four projects. Three green labels. Very different futures.

Alpha · Green. Forecast confidence is weakening. A material dependency remains open and the decision needed to protect the date is overdue.

Bravo · Green. Forecast confidence is moderate. The material dependency is controlled and no management decision is currently due.

Charlie · Amber. Forecast confidence is low. A dependency remains open and a decision is required this week.

Delta · Green. Forecast confidence is low. A material dependency remains open and the relevant decision is already overdue.

Alpha and Delta need a decision, not a darker shade of green.

The immediate question is whether the overdue dependency decision can still be resolved early enough to protect the forecast. If nobody can name the decision, owner and latest useful date, the dashboard is reporting concern without supporting action.

Read the signals together

Status is one signal. It should not silence the others.

Lagging signal. Current cost or schedule variance may still be within tolerance.

Leading signal. Forecast confidence weakens when dependency resolution, remaining float or evidence quality deteriorates.

Decision signal. A management decision can pass the date when it would still protect the forecast.

Risk signal. Material exposure may exist in a separate risk process while leaving the headline project status untouched.

The defect is not the dashboard colour. It is the information model that lets one colour outrank the evidence management actually needs.

What the review meeting should ask

Ask what could still alter the outcome.

Separate status from forecast confidence.

Green may describe current position. It should not automatically imply confidence in the future.

Make decision latency visible.

A late decision is a management signal. It should not disappear inside meeting minutes or action logs.

Connect material risk to the delivery view.

Risk exposure should change how management reads the forecast before variance becomes visible.

Give executives a lens, not another report.

Show what changed, what may change next, which commitments are exposed and which decisions are needed now. If the meeting ends with everyone agreeing that the dashboard is concerning but nobody owning a decision, the dashboard has mostly improved the meeting’s décor.

Synthetic decision record

Do not wait for red to make the problem official.

Decision: Move Alpha and Delta out of routine status review and into a time-bound recovery decision. Resolve the overdue dependency decisions now, or formally reforecast the affected commitments rather than preserve a green label.

Why now: Current variance is still tolerable, but the remaining intervention window is closing. Waiting for red status converts a manageable forecast threat into a reported miss.

Reopen if: the dependencies are resolved inside the protective window, new evidence materially restores forecast confidence, or the affected commitment changes.

Next evidence: named decision owner, latest useful decision date, dependency disposition, remaining float and revised confidence range at the next review.

Green describes where the project is. Management still has to decide what happens next.
